ABOUT THE ROLE
Stevenage Borough Council is committed to establishing a centre of excellence for the design, construction, repair and maintenance of its operational and non-operational buildings and housing / residential properties.
The post holder will be required to provide a professional building surveying service ensuring that the council’s property / building assets are compliant, and all assets are improved, repaired and maintained and in a good state of repair and fit for purpose on the council’s housing and residential properties and the operational corporate and commercial buildings etc.
This post holder will be predominately involved in the management and delivery of the damp and Mould service provided to the council’s housing stock and may also include other council housing and corporate and commercial buildings.

• Interpreting Briefs, scope of works and project requirements from, client officers, project sponsors, and external clients and stakeholders, tenants and external organisations.
• Carry out specialist damp and condensation surveys and report on findings, using specialist equipment where required.
• Identify building defects and provide recommendations and repair/improvement solutions and resolution of condensation problems, preparing estimates as required.
• Ensuring project delivery within a strict qualitative and commercial framework
• Diagnosing defects and implements cost effective solutions.
• Preparing outline specifications during the design process and detailed specifications for quotation purposes. This shall also include the contract conditions, preliminaries, and schedule of works
• Preparing drawings and specifications sufficient to convey the work required.
• Investigate selection of appropriate materials and methods of construction.
• Preparing quotation documentation and inviting quotations.
• Project management
• Project Procurement process - seeking quotations and tenders
• Site inspections and supervision, contract administration of projects,
• visiting site ensuring that the works are carried out in accordance with the contract documentation
• Preparing specialist and expert reports relating to damp and condensation.
ABOUT YOU
The successful candidate will have
Building Surveying Expertise: A strong background in building surveying, with specific knowledge of damp and condensation issues, including the ability to conduct specialist surveys and diagnose defects effectively.
Project Management Skills: Proven experience in managing projects from inception to completion, including overseeing site inspections, contract administration, and ensuring projects are delivered on time and within budget.
Technical Proficiency: Proficiency in preparing detailed specifications, drawings, and estimates, as well as familiarity with the selection of appropriate materials and construction methods.
Strong Communication Skills: Excellent interpersonal skills to effectively interpret briefs and communicate with various stakeholders, including client officers, tenants, and external organizations, while also preparing clear and comprehensive reports.
Knowledge of Regulations and Compliance: In-depth understanding of building regulations, compliance standards, and best practices related to property maintenance and improvement to ensure all assets remain in good repair and fit for purpose.
Procurement and Tendering Experience: Competence in managing the procurement process, including seeking and evaluating quotations and tenders, to ensure cost-effective solutions are identified and implemented.
