Provide a high level, essential customer facing service that delivers an efficient and effective Repairs and Maintenance service with focus on project delivery. This can include but is not limited to Voids processes in General Needs housing stock, Independent Living Housing Stock and both Temporary and Emergency Accommodation, batched works and multi-element repairs. The R&M Project Officer is expected to deliver repairs solutions to issues that by their nature do not follow the normal repairs pathway.
Ensure the Council reduces voids times, rental loss and waiting times for new tenants by effecting speedy repairs to our empty homes.
1. To manage a dedicated Project Operative and supervise all contractors. Oversee their work and ensure standards are met and performance is managed, including analysis and reporting as required.
2. Survey and inspect repairs required in void properties, then oversee the void process from start to finish including financial monitoring and reporting
3. Support the wider Repairs & Maintenance function as required, inside and outside of Council core opening hours.
4. Undertake all aspects of staff management and development including monitoring and addressing quality standards, training requirements, vehicle checks, absence management, conduct and productivity. Monitor and update the repairs and maintenance service training programme, Identifying and monitoring training requirements for direct reports
5. To prioritise and allocate work to optimise available resource, deploying staff as required to ensure all team members contribute to service delivery for the duration of their contracted hours, to minimise contractor usage. The post holder will be required to work closely with contractors to ensure the quality of the materials and workmanship being delivered and escalate any issues with the Contracts Manager where appropriate.
6. Carry out works in progress visits to inspect standards of work and Health & Safety compliance of direct line reports and contractors. Identify and manage any performance and workmanship issues in line with Council policy and procedures. The post holder will be required to review risk and analyse this with the service manager to manage and mitigate these risks.
7. Continuously monitor and analyse performance and targets providing narrative on both repairs and letting performance to be presented to the organisation. Recommending and implementing improvements and reporting performance regularly to the Management Team
8. Ensure cross work stream utilisation, deploying operatives to best suit the current workflow. Ensuring project work is delivered by all available operatives across the R&M service using the scheduling system.
9. Identify and monitor potential risks within programmes of work and take appropriate preventative steps to reduce risks to the council. Ensure compliance with all health and safety requirements. Keep up to date on legislation and best practice and implement changes to procedures as required.
10. To be responsible for material management and logistics within the project areas.
11. Organise, chair and deliver meetings including but not limited to void meetings, toolbox talks, focus groups and briefings.
12. Take ownership and proactively formulate a response for Complaints and Housing Disrepair investigation, including analysing trends, communicating with customers face to face, on the telephone, letter or email to resolve and close complaints effectively, meeting organisational deadlines.
